
There has been no official announcement that Instagram will allow users to download videos for offline viewing comprehensively. However, that won't stop you from saving what you want.
Instagram has added an official way to download Reels directly from the share menu. Open any Reel in the app → tap the Share icon (paper airplane) at the bottom of the video → swipe left on the share menu → select Download. The Reel will be saved to the gallery.
Note: This option is only available if the account owner has enabled downloads for their posts.
Works on all devices without installing anything.
Steps: Open Instagram and go to the video → tap (⋯) on iPhone or (⋮) on Android → from the pop-up menu choose "Copy Link" → open the chosen website in a browser → paste the link into the input field → press the Download button.

For iPhone users specifically: On iPhone, Safari browser on iOS 13 or later should be used, or the Documents by Readdle app can be downloaded before visiting the website and pasting the Instagram link.
For Android, the Insget app available on Google Play is easy to use. Open Instagram and go to the video → tap the three dots → copy the link → open Insget and paste the link → tap "Find" → press "Save."

For iPhone users: download the Blaze: Browser and File Manager app from the App Store → open Instagram and go to the video → tap the three dots → copy the link → open Blaze and paste the link → tap "Download" → tap "Export Video to Camera Roll."
All modern mobile operating systems come with a built-in screen recorder. On Android: open Instagram and play the video → swipe down the notification panel → tap "Screen record" → tap "Record audio" and select "Device audio" → enable the audio recording toggle → tap "Start recording."
Drawback of this method: Screen recording is not a flawless method — the volume must be set and the full video played while recording the entire phone screen. Any sudden pop-up or unexpected message will appear in the recording.
Any post can be saved inside Instagram itself without using device storage: tap the bookmark icon (🔖) below any post → it will be saved in the "Saved" section of the profile. This doesn't download the video to the device but makes it accessible later from inside the app.
